As far as I'm aware, TC is grouping all Radio Control aircraft together (fpv or not). The only distinction is weight class and operating area (urban, rural ect.). If it goes through as proposed it may be pretty inconvienient to fly anything outside of a MAAC field that weighs over 250g. I'm not an expert though and the proposed regs are not exactly an easy read.
